4v4 Rules & Regulations:

(Subjected to updates)

1. Who may participate? All academies, football clubs and schools are welcome to participate in the SingaCup2021 4v4.

2. Playing Size? 4 players, 1 substitute & 1 coach.

3. Age Groups. Girls U14, U16 & Open Category and Boys U14 & U16.

4. Game Play Time. 2 x 12mins, 3 min break.

5. Match Fields. All the playing fields are grass or artificial turf. They are located at The Cage Sports Park (220 Turf Club Road, Singapore 288001). All field dimensions are 25m width x 35m length.

6. Tournament Format. The teams will meet in a round robin format. The order among the teams will be decided according to points. Three points will be awarded for a win, one point for a draw and zero points for a loss. If two or more teams have the same number of points, the order will be decided as follows:

1. Goal difference
2. Head to head record between teams with equal points
3. Most number of goals scored
4. Penalty kicks contest – 3 kicks each followed by sudden death

7. Proof Of Age / Participant List. Each team must submit a list of players to SingaCup during registration. All players MUST be able to identify themselves and to certify their age with valid photo identification on match day. Each player is only allowed to register for ONE team in one age group. Teams using unqualified or unregistered players will be removed from the Tournament.

8. Substitutions. 1 substitute is allowed per team (total players per team is 5). Rolling sub during game.

9. Tournament Format: Two-Stage Tournament; Group Stage & Playoffs.

9.1 Group Stage – Teams will be split into 2 groups of 4 to compete in a One-Legged format. Top player of each group will move on to the Semi-Finals.

9.2 Knockout Stage – The top 4 teams will play in the Semi-Finals and the winner will meet in the Finals. The losers of the Semi-Finals will meet for the 3rd Placing match.

10. Important Match Details.

10.1. Player Uniforms. All team shirts must be numbered and the numbers must correspond to the numbers on the team list. Numbers must be on the backs of the shirts. If the referee decides that one team should change shirts due to similarity to the opposing team’s shirts, the away team must change or wear the bibs.

10.2. Before Game. Before Game. All teams must be ready at the field no later than 45 minutes before kick-off. We rely on team managers to ensure that their team is ready to play at the prescribed time. The team manager must make sure that his players are adequately insured. All players MUST wear shin guards.

10.3. Balls. Size 5.

10.4. Caution and Sending-Off Offences. Any player given a red card is automatically suspended from participation in the following match. The tournament jury can decide about suspension for further game(s). Yellow cards are accumulated. Any player who accumulates 3 Yellow cards is automatically suspended from participation in the following match.

10.5. Injury During The Game. If there is any injury to one of the player for the team, the team will carry on playing with the remaining 4 players without substitution. If a 2nd injured player whom is unable to carry on and have to leave the field of play, the opposing team will have to remove one player from the field of play, this player will be available as a substitute for the remainder of the game, which will be played as a 3 vs 3 game.

10.5.1. Should 3 players from the same team get injured in the same match. The game will be abandoned, the score will be recorded as the full time result as it was at the time of abandonment. If there is a 2nd fixture for the team with 2 injured players from the previous match, the 2nd fixture will be played as a 3 vs 3 game, with the opposing team’s spare player playing as a sub.

10.5.2. If a team is unable to continue in the tournament due to lack of players (minimum players needed to play is 3), the rest of the matches will be deemed as walkovers.

10.6. Red Card During The Game. If a player is given a red card during the game, the player will have to leave the field of play, and sit behind the player’s team goal post for the remainder of the game (not behind the opponent goal keeper). The player will also miss the next match.

10.6.2. If 2 players from the same team are given red cards, the match will carry on as a 3 v 4. The suspensions due to the red cards will mean that the team will have to continue their next match with one less player than the opponent (3 v 4) as well.

10.6.1. If 3 players from the same team are given red cards in the same match, the game will be abandoned, and will be awarded as a 3-0 victory for the opposing team - the offender would forfeit the next match due to lack of players.

11. Match Rules. When the ball goes out of play, kick ins will be the way to put the ball back in play instead of throw ins.

All kick ins and freekicks will be indirect freekicks. Goals from kick ins or free kicks will not be counted, instead it will be judged as a foul, and the game will resume from a goal kick by the defending team.

Goals scored beyond the halfway line will not be counted. Goals can only be counted if it is scored from within the opponent’s half. Outfield players are allowed to enter the penalty box, and Goalkeepers are allowed to come out of the penalty box, however they are not allowed to use their hands outside the box.

There will be 30 seconds water break in the middle of each halves when the game is played under hot weather conditions. The water break time will be counted within the game play time; no additional time will be added to compensate the loss of time due to the water break.

12. Referees. All referees are registered with the referees’ association.

13. Tournament jury. The jury of the tournament consists of the Tournament Director, Head of Competitions and Chief Referee. The jury handles protests and sanction matters. Their decisions cannot be appealed.

14. Protests & Sanctions. The referees shall also be the sole timekeepers, and the referee’s decision according to the match shall be final. No appeal against his decision shall be entertained.

If a team fields a suspended player, the team automatically loses the game 3-0.

Any and all protests must be made in writing by the team manager. Protests must be delivered to the Tournament Inquiry Booth no later than 30 minutes after the match is finished. Video recording will not be accepted. A protest fee of SGD500/- will be paid at that time. This fee will be returned if the protest is approved.

15. Lightning Alerts. If the lightning alert goes off at the match venue, then all teams are to head for the nearest shelter.

Matches will resume once the lightning alert goes off. Please understand that this decision is for the safety of all participants.

In cases of extreme weather conditions, a decision on the status of affected games will be made within 30 minutes of the abandonment. If a match has exceeded 50% of game time, the score will remain as it was at the time of abandonment.

Games that are not played at scheduled times due to weather conditions may be rescheduled to a later time; information will be communicated to the team officials.

16. Walk Over. Any team who fails to appear at the appointed time and venue for a match without a valid reason will be subjected to a 3-0 walkover, after a decision by the jury.

If a team repeatedly fails to appear at the games, the team will be rejected from the tournament and will not be accepted into future tournaments.

If a match is interrupted for some reason and can’t be played to the end, the jury will decide if the game has to be replayed, if the result will remain or if one of the teams or both teams lose 3-0.

17. Match Program. The organizing committee has the right to change the groups, times and fields. Notice about changes will be communicated to the leader of the teams concerned.

18. Insurance & Responsibility. Please ensure that all your players are insured both on and off the playing field. The Cup does not carry any group insurance protecting participants in case of injury, illness, theft or damage to property.

The Cup is in no way responsible for injury or economic loss which may arise in the case of war, civil disturbances, fire, weather, natural disasters or because of the actions of the authorities, strikes, lockouts, blockades or similar events.

Participants from countries that have no medical insurance agreement with Singapore must have personal medical insurance.

19. SingaCup 2021 4v4 Awards. Medals for players of 1st, 2nd and 3rd placed teams in each category. A Champions' Trophy will be awarded to the 1st placed teams in each category.
