Dear Club Presidents and Representatives,

SINGACUP is an international youth football tournament organized by Dynamique Konzepts Pte Ltd. The seventh edition will kick-off from 04th – 10th November 2017 in Singapore. This tournament is penciled in as an annual event on our sporting calendar.

Singapore is a multi-cultural, cosmopolitan and sophisticated tropical island which offers a range of fascinating attractions to arouse your senses. Situated in South-East Asia, Singapore is one of Asia’s finest holiday cities. A unique island that is rich in color and contrast, it has a blended mix of both East and West culture.

Football is a language that every community and child understands and speaks, remarkably one of the best ways to unify communities and people. The SINGACUP promises to bring the world at your feet – One destination, Maximum opportunities. This tournament promises your team a rewarding football experience in 2017.

1. Who may participate?
All academies, football clubs and schools are welcome to participate in SINGACUP 2017

4. Game Play Time

5. Match Fields
All the playing fields are grass or artificial turf.
11-a-side: 100m * 60m
7–a–side: 40m * 60m

6. Rules
Cup will be played in accordance with applicable section of the FIFA rules except the time duration and interchange of players. In questions of interpretations of FIFA rules, the English text applies.

7. SINGACUP 2017 Cup Format
7.1 Group Stages

The teams will meet in a round robin series. The order among the teams will be decided according to points. Three points will be awarded for a win, one point for a draw and zero points for a loss.

If two or more teams have the same number of points, the order will be decided as follows:
A. Goal difference
B. Head to head record between teams with equal points
C. Most number of goals scored
D. Penalty kicks contest – 3 kicks each followed by sudden death

7.2 Playoffs & Finals
All Playoffs & Finals games will be decided by direct elimination. A draw in these games will be decided by 3 penalty kicks. Sudden death penalty kicks will follow if scores are even.

7.3 Best 3rd Placings
In some age groups, the best 2 third placing teams will progress to the next stage. The judging of who will be third place will be decided according to points acquired by the 3rd placing teams in their respective groups.

If two or more teams have the same number of points, the order will be decided as follows:
A. Goal difference
B. Most number of goals scored
C. Penalty kicks contest – 3 kicks each followed by sudden death

If the progressing 3rd place team meet a team from their own group, the 2 teams will swap places to avoid replaying the same team.

8. Proof of age/ Participant list
Each team must submit a list of players to the Cup administration before their first match in the tournament. All players MUST be able to identify themselves and to certify their age with a valid passport.

From Saturday 04th November, all teams must bring the list of players approved by the Cup to all matches. The list is to be shown upon requests from Cup officials. Teams using unqualified players can be excluded from the tournament.

9. Substitutions
A substituted player may reenter in the match. Note that the game has to be stopped and the referee has to be informed of the substitution.

All substitutions should be done within the technical area of the team. If there is no technical area, the substitution should be made at the centre line.

The player that will be substituted has to leave the field before the new player can enter the field. Incorrect substitutions will be punished with a yellow card.

11. SingaCup 2017 Awards
– Challenge Trophy for Championship winners in each category
– Medals for players of 1st, 2nd and 3rd placed teams in each category
– Trophy for Top Goal Scorer in each category
– Trophy for Most Valuable Player in each category
– Participation Certificates for all participating players

12. Important match details
12.1 Team list

A written team list (special forms will be distributed upon arrival) must be handed to the Organiser before every match.

The number each player has on the Participants’ list must be the same as the number on the shirt. Random controls of team lists and Participants’ list will be carried out.

12.2 Player uniforms
All team shirts must be numbered and the numbers must correspond to the numbers on the team list. Numbers must be on the backs of the shirts.

All teams must bring two (2) playing kits.

If the referee decides that one team should change shirts due to similarity to the opposing team’s shirts, the away team must change.

12.3 Before game
All teams must be ready at the field no later than 15 minutes before kick-off.

We rely on team managers to ensure that their team is ready to play at the prescribed time

The team manager must make sure that his players are adequately insured. All players MUST wear shin guards. The teams are responsible for their supporters’ conduct.

12.4 Balls
All matches are played using balls of size 5.

Under 8, Under 10 and Under 12 matches are played using balls of size 4.

12.5 Caution and Sending-Off Offences
Any player given a red card is automatically suspended from participation in the following match. The tournament jury can decide about suspension for further game(s).

Yellow cards are accumulated. Any player who accumulates 3 Yellow cards is automatically suspended from participation in the following match. Yellow cards are wiped and do not carry over into the playoffs unless a player receives their 3rd yellow card in the last group game. In this case the first game of the playoffs will be their suspension.

13. Referees
All referees are licensed referees from their federation. There will be assistant referees for all 11-a-side games.

14. Tournament jury
The jury of the tournament consists of the Cup committee. The jury handles protests and sanction matters. Their decisions cannot be appealed.

15. Protests & Sanctions
Any and all protests must be made in writing by the team manager. Protests must be delivered to the Tournament Inquiry Booth no later than 30 minutes after the match is finished.

A protest fee of USD200/- will be paid at that time. This fee will be returned if the protest is approved.

The referees shall also be the sole timekeepers, and the referee’s decision according to the match shall be final. No appeal against his decision shall be entertained.

If a team fields a suspended player, the team automatically loses the game 3-0.

16. Lightening Alerts
If the lightening alert goes off at the match venue, then all teams are to head for the nearest shelter.

Matches will resume once the lightening alert goes off. Please understand that this decision is for the safety of all players. If the lightning alert is lifted within less than 30 minutes from the moment the whistle is blown for the pausing of the match, the matches will resume as per normal.

In cases of extreme weather conditions, where the lightning alert remain enforced more than 30 mins from the moment the whistle is blown for the pausing of the match, the following will happen:

A) if a match has yet to complete 25 minutes of game play, the match will be rescheduled to be continue at the next most favorable timing.
B) if a match has exceeded 25 minutes of game play, the score will remain as it was at the time of abandonment.

This is a decision that must be taken to ensure that the tournament faces minimal disruption.

17. Walk Over
Any team who fails to appear at the appointed time and venue for a match without a valid reason will be subjected to a 3-0 walkover, after a decision by the jury.

If a team repeatedly fails to appear at the games, the team will be rejected from the tournament and will not be accepted into future tournaments.

If a match is interrupted for some reason and can’t be played to the end, the jury will decide if the game has to be replayed, if the result will remain or if one of the teams or both teams lose 3-0.

18. Match Program
The organizing committee has the right to change the groups (until 04th November 2017), times and fields. Notice about changes will be communicated to the leader of the teams concerned.

19. Insurance & Responsibility
Please ensure that all your players are insured both on and off the playing field. The Cup does not carry any group insurance protecting participants in case of injury, illness, theft or damage to property.

The Cup is in no way responsible for injury or economic loss which may arise in the case of war, warlike events, civil war, revolution or civil disturbances or because of the actions of the authorities, strikes, lockouts, blockades or similar events.

Participants from countries that have no medical insurance agreement with Singapore must have personal medical insurance.

20. SINGACUP 2017 Awards Presentation
Awards will be given out to recipients of each winning category. Be ready to meet the new stars of SINGACUP 2017!
