Introduction
SINGACUP is an international youth football tournament organized by Dynamique Konzepts Pte Ltd. The 14th edition will kick-off from 2nd - 9th November 2024 in Singapore. This tournament is an annual event on our sporting calendar.
Singapore is a multi-cultural, cosmopolitan and sophisticated tropical island which offers a range of fascinating attractions. 1. Who may participate?
All academies, football clubs and schools are welcome to participate in SINGACUP 2024.

3. Age Groups
Girl
Under 16: Born 1st January 2008 and later

*Teams can register 3 Girls who are maximum one year over-aged per squad.
Boy
Under 18: Born 1st January 2006 and later
Under 16: Born 1st January 2008 and later
Under 14: Born 1st January 2010 and later
Under 12: Born 1st January 2012 and later
Under 10: Born 1st January 2014 and later
Under 8: Born 1st January 2016 and later
*Teams can register Girls who are maximum one year over-aged.
**Teams can register 3 Boys who were born in December of the year before.
4. Match Duration
11 – a – side: 2 x 25 minutes, half-time: 5 minutes
9 – a -side: 2 x 20 minutes, half-time: 5 minutes
7 – a -side: 2 x 12 minutes, half-time: 3 minutes
5. Match Fields
All the playing fields are grass or artificial turf.
11 – a – side: 80-100m * 50-60m
9 – a – side (U12s): 60-70m * 40-50m
7 – a –side (U8s & U10s): 40-50m * 25-30m
6. Rules
The SingaCup will be played in accordance with the tournament rules and applicable sections of the FIFA rules except for the time duration and interchange of players. In questions of interpretations of FIFA rules, the English text applies.
7. SINGACUP 2024 Cup Format
7.1 Group Stages
The teams will meet in a round robin series. The order among the teams will be decided
according to points. Three points will be awarded for a win, one point for a draw and zero points for a loss.
If two or more teams have the same number of points, the order will be decided as follows:
A. Goal difference
B. Head to head record between teams with equal points
C. Most number of goals scored
D. Penalty kicks contest – 3 kicks each followed by sudden death
7.2 Playoffs & Finals
All Playoffs & Finals games will be decided by direct elimination. A draw in these games will be decided by 3 penalty kicks. Sudden death penalty kicks will follow if scores are even.
8. Proof of age/ Participant list
Each team must submit a list of players to the Cup administration before their first match in the tournament. All players MUST be able to identify themselves and to certify their age with a valid passport.
From Saturday 02nd November, all teams must bring the list of players approved by the Cup to all matches. The list is to be shown upon requests from Cup officials.
All players WILL be tagged. A replacement fee of US$10/- is chargeable for replacement of each verification tag. Teams using unqualified players will be excluded from the tournament.
9. Substitutions
A substituted player may re-enter the match. Note that the game has to be stopped and the referee has to be informed of the substitution.
All substitutions should be done within the technical area of the team. If there is no technical area, the substitution should be made at the centre line.
The player that will be substituted has to leave the field at the nearest line before the new player can enter the field. Incorrect substitutions will be punished with a yellow card.

11. SINGACUP 2024 Awards
- Challenge Trophy for Championship winners in each category
- Medals for players of 1st, 2nd, 3rd and 4th placed teams in each category

12. Important match details
12.1 Team list
A written team list (special forms will be distributed upon arrival) must be handed to the Organiser before every match.
The number each player has on the Participants’ list must be the same as the number on the shirt. Random checks of team lists and Participants’ lists will be carried out.
12.2 Player uniforms
All team shirts must be numbered and the numbers must correspond to the numbers on the team list. Numbers must be on the backs of the shirts.
All teams must bring a Home and Away playing kit. The Away jersey must be distinctly different in colour to their Home kit.
If the referee decides that one team should change shirts due to similarity to the opposing team’s shirts, the away team must change into their Away kit or wear bibs provided by the Organisers if the Away kit is still too similar.
12.3 Before game
All teams are to arrive 1 hour before the kick-off time, or latest 30 minutes before the kick-off time, for registration. You will not be allowed entry/registration if you arrive before entry time.
All teams must be ready to play at the prescribed kickoff time. It is the duty of the team managers to ensure that their team is ready to play at this time.
The team manager must make sure that his players are adequately insured. All players MUST wear shin guards. The teams are responsible for their supporters’ conduct.
12.4 Balls
All matches are played using balls of size 5 apart from the age groups below:
Under 10s and Under 12s matches are played using balls of size 4.
Under 8s are played using balls of size 3.
12.5 Cautions and Sending-Off Offences
Any player/Team Official given a red card is automatically suspended from participation in the following match. The tournament jury can decide about suspension for further game(s).
Yellow cards are not accumulated.
Team officials guilty of misconduct can be cautioned or sent off, if an offender cannot be identified, the Head Coach of the team will receive the punishment. They will be asked to leave the pitch and head for the main registration area for the rest of the game.
Aggressive behavior either physical or verbal, directed at Referees, opposing players/officials/supporters or the Organisers’ onsite staff will not be tolerated. If supporters continue with bad language/aggressive behavior and attempt to distract the Referee/Linesmen from the game, the Referee will ask the Team Manager to restrain their supporters. If this appeal is not heeded, the Referee will warn the Team Manager that this is a breach of the Tournament rules and that disciplinary action will be taken against the team if the behavior continues. Any members (supporters/parents) of participating teams guilty of misconduct will result in the team being removed from the tournament.
Coaches and teams’ supporters will not question the decision of the referee. No protest shall be entertained as the decision of the referees and the tournament jury is final.
13.Referees
All referees are licensed referees from their federation. There will be assistant referees for all 11-a-side games.
14. Tournament jury
The jury of the tournament consists of the Tournament Director, Chief Referee (Asia) and Chief Referee (Europe). The jury handles protests and sanction matters. Their decisions cannot be appealed.
15. Protests & Sanctions
The referees shall also be the sole timekeepers, and the referee’s decision according to the match shall be final. No appeal against their decision shall be entertained.
If a team fields a suspended player, the team automatically loses the game 3-0.
Any and all protests must be made in writing by the team manager. Protests must be delivered to the Tournament Inquiry Booth no later than 30 minutes after the match is finished. Video recordings will not be accepted. A protest fee of USD500/- will be paid at that time. This fee will be returned if the protest is approved.
16.Lightning Alerts
If the lightning alert goes off at the match venue, then all teams are to head for the nearest shelter.
Matches will resume once the lightning alert goes off. Please understand that this decision is for the safety of all participants.
In cases of extreme weather conditions when a match has to be abandoned, the following will apply:
- If a match HAS reached at least half time, (i.e. half of the total allotted match time has been completed), the match will be deemed complete and the final score will be the score as it was at the time of abandonment.
- If a match HAS NOT completed at least half of the allotted match time, the match referee will note the time elapsed and the match will be rescheduled with play resuming at the point in time it was abandoned with the score line at the time of abandonment.
NOTE: The organisers will make the decision on the status of the affected games within 30 minutes of the abandonment.
Games that are not played at scheduled times due to weather conditions may be rescheduled to a later time and date; information will be communicated to the team officials.
We will do our utmost to complete the tournament in full, with each team playing a minimum of 4 games. However, the organisers may be forced to reduce game duration if fixtures are badly affected by weather interference. Team Officials will be notified of this as soon as a decision has been made. The organisers’ decision is final and is taken to ensure that the tournament faces minimal disruption.
17. Walk Over
Any team who fails to appear at the appointed time and venue for a match without a valid reason will be subjected to a 3-0 walkover, after a decision by the jury.
If a team repeatedly fails to appear for their fixtures, the team will be ejected from the tournament and will not be accepted for future tournaments.
If a match is interrupted for some reason and can’t be played to the end, for example players fighting, bad behavior from players, officials or supporters, the jury will decide if the game has to be replayed, or if the result at abandonment will remain as the final score, or one or both teams to receive further sanctions such as a 3-0 walk over defeat.
18. Match Program
The organizing committee has the right to change the groups (until 01st November 2024), times and fields. Notice about changes will be communicated to the leader of the teams concerned.
19. Insurance & Responsibility
Please ensure that all your players are insured both on and off the playing field. The Cup does not carry any group insurance protecting participants in case of injury, illness, theft or damage to property.
The Cup is in no way responsible for injury or economic loss which may arise in the case of war, civil disturbances, fire, weather, natural disasters or because of the actions of the authorities, strikes, lockouts, blockades or similar events.
Participants from countries that have no medical insurance agreement with Singapore must have personal medical insurance.
20. SINGACUP 2024 Awards Presentation
